The principal gripe from the MoD, FCO and Honours and Decorations Committee is that 'many' have a medal for their service that coincides with the PJM.

What they are not telling the world is that only a minorityhave a British Medal . They couldn't bring themselves to say that - it would have demolished their spurious a\nd mean-minded arguments without which the PJM would have received an honourable unrestricted recommendation for wear.

For over 4 1/2 years of the PJM eligibility term in Singapore and also on the Peninsula, no British Medal was awarded ... and certain Royal Naval personnel were specifically denied a British medal even though they should have received one.
