Received this today. The name of the sender is a new one to me. So is the web site quoted at the top of the letter. The tone in the last sentence is also interesting, or am I just being optimistic after a good day at the Forum?

That does demonstrate a considerably different tone Gerry... but perhaps you have just rec'd the work of a 'newbie' civil servant who has not yet completely perfected the distant, disinterested, yet all-knowing, 'sang-froid' to which we have all become accustomed?
