The Internal Review is regarding sight of The Queens Signature to allow the wear of the PJM re Merdeka Celebrations, this is linked to 'who asked the Queen for this permission', because of the two requests, there has been a mix up on correspondence [no surprise there then!!] and letters/copies of letters and emails have gone back and forth.
The Information Commissioner is examining this on my behalf and there is a similar request in by A N Other, the ICO came up trumps last time regarding Janvrins [or should that be Jarvrin??] signature, but don't hold your breath as we know how these people work in between a few more CBE's being awarded to each other of course!

Queen's Approval.
The above FCO document from the Archives shows that
a. This matter was raised in the House of Commons
b. HM the Queen agreed
c. The Lorrd Chancelleor was informed.
d. The Prime Minister of the day was also kept informed.
e. Many MP's were also involved.
And what happened when they wanted to change all this? The HD Committee, a group of eight unelected civil servants who act in secrecy and snub their noses at our elected parliament (and many others) just changed it all and reverted back to the system where UK private citizens would not be deemed to be worthy of wearing a medal.
You will also note that it says 'who are not servants of the Crown' and no reference is made whatsoever that this rule applies to those who 'were previously crown servants' as far as wearing a medal is concerned. We have been defrauded out of the right to wear our PJM and the government must sit up and take notice.

Presumably, subsequent to this missive, the LG 5057 dated 3rd May 1968 was published giving 'us' permission to wear the PJM once it had been accepted by HM? (which She did after it had been confered, with her permission, by the Agon of Malaysia) After which there appeared the 'note' to Jack Straw which said we couldn't. So.............when are heads going to roll?

When we have someone who is prepared to defend our country from the lunatics and parcel of rogues presently usurping our democracy and royalty.
This document shows that the change in rules on foreign awards took place over a period of time with parliament, the prime minister, the Lord Chancellor and The Queen all kept fully in the picture. It is abundantly clear what this says ie 'to enable UK citizens who are not servants of the crown to wear, without any restrictions, awards which they have been permitted to accept under the regulations'.
You will note that this is to allow wear without restrictions an award which has been ACCEPTED.
The present shower of numpties ignored these regulations and had new rules made out which no-one but themselves was involved in and they made these rules which infringed the liberty and freedom of UK citizens without (as far as we know) a bye-your-leave from HM The Queen.
Legally and morally they are not entitled by their high office to do this and they know they have made a huge error, so they hide away in their offices with the doors firmly closed and they refuse to negotiate to rectify their error. No wonder our country is in such a mess when they cannot even get such a small matter as an honourable medal from a friendly nation accepted correctly and politely.

Going back on this thread, I read with intertest the terminology of Government on criminogenic behaviour.
Presumeably it is taken from pathogentic, being an agent causing a disease.
Does that bring anyone, or anything to mind?

What you wrote brings a lot to my mind, Arthur. I was brought up very near a village in Derbyshire called Eyam, pronounced Eem. A parcel of cloth was delivered there to a tailor and it brought with it London's Bubonic variety of plague in the 17th century. Parson Mompessant, a very brave and intelligent man, decided that it should be contained and the village sealed off from the rest of the world until the disease had run its course. Many died but the people of Eyam, having accepted a long fight with their fears, saw the business through to a time when the plague departed.
We PJMers are in a similar situation; many of us dying while we wait for the present contagion within our soceity to be contained so that those of us who remain can feel that we have done our best, not only for our dead, but to see that there is true respect for present and future service people.

Ah yes Mike,
The Reverend William Mompessant, and it was bubonic plague as a matter of fact, your history does you well.
The fact that we have the civil servants, now locked in their ivory towers, isolated from society, an act of their own volition mind you, and thier communication with the outside world, dispensed in vinegar, seems rather appropriate at this time.
Strange how history has a habit of repeating itself. Presumeably based on the principae of never having learned the lessons of the past.
