The Citation that accompanies the medal reads:

I have forgot what little malay I had and can only remember a rather rude Chinese saying so I looked up the English meaning of Pingat and Jasa.
Pingat = Medal
Jasa = Merit or Service

Along with the Citation the words Merit/Service should be sent to every member of the honours committee and ask them again "How can you insult the People of Malaysia" also send them that Chinese saying, I beat you can all remember it.

Phonetically - "LAN CHOW LE BY CUN E NOW"

Barry,
You are right, they wouldn't be able to do it anyhow without setting up a committee.
