I now believe that I can see the hand of the HD Committee (or should that be foot in mouth) in the Cabinet reshuffle. Geoff Hoon, one time Defence Minister, then other jobs, has just been given a post that was described as being within the Cabinet but that although he will be allowed to attend Cabinet meetings, he will no be allowed to speak. Variations on a theme?
