Post Wrexham Ex-Serviceman will defy ban 
The Wrexham Evening Leader has this article about John Richards who is actively campaigning for the right to wear the PJM. He has written to The Queen.

He, and others, will defy the civil servants' ban and will wear their PJM with honour on Remembrance Day!

I’m willing to bet that the Queen never saw his letter, it would have been read and answered on Her behalf.
The HD Committee daren’t let go of the reigns (pun intended)

I must add that if the Queen had read his letter the chances are it would have been forwarded to the FCO the correct department or even the Prime Minister.
By sending it to the MoD is to fob him off as they will say (if they reply that is) foreign medals is nothing to do with them.
Also when the palace forward a letter a code is added to the letter to show if the Queen has seen it.
If there is no code She has not seen it.

I'm having problems in registering with the site but have no fears I shall persevere!

My comments and support added to the report on John Richards of Rhos.

My PJM will be worn too as it has been ever since our campaign began and my PJM was received and will continue to be until justice is served.
